ANNEXUREB - XV

FUTURE PLANS JOF CORORATIONS, BOARDS AND OTHER ORGANIZATIONS

 

a)    CORI CORPORATION AND COIR FEDERATION:-

i)     KARNATAKA STATE COIR DEVELOPMENT CORPORATION:

Karnataka state Coir development corporation has promoted a production centre at Panchanahalli of Kadur taluk.  They have plans to establish de-fibering units, spinning units, powerlooms, showrooms and to train about 150 candidates in comming five years.  G. Yeradhakere and other villages of Kadur Taluk are identified for coir activities.

ii)    KARNATAKA STATE COIR CO-OPERATIVE FEDERATION:-

Coir federation has promoted Four training cum production centers at K,Bidre, Singatagere, Nanjappanahally, D.Karehally.  Also, there is one Coir industrial co-operative society by name "Sriram Thengina Narina Uthpannagala Marata Sahakara Sangha" which has promoted three centres in Kadur Taluk namely Yagati, Byragondanahally & Chikkanallu.  Coir federation has plans to impart training and start production centres at potrntial places of Tarikee, Kadur and Narasihma rajapura Taluk.

b)    KARNATAKA ELECTRONICS DEVELOPMENT CORPORATION (KEONICS):-

KEONICS which is at present functioning in arented building at jain temple road, Chikmagalur imparts training in the courses Viz.,  data entry operator, Desk top publishing (DTP), Computer programmer, M.S, Windows & M.S.Office, Accounting & Computers, "A" level course, "O" level course.  It may take steps to establish software technology park at Chikmagalur.

c)    KHADHI AND VILLAGE INDUSRIES BOARD:

The board encourages people/artisans of rural areas to start village/rural industries and artisan oriented activities by providing financial assistance through Margin money scheme.

d)    KARNATAKA STATE POLLUTION CONTROL BOARD:

Karnataka state pollution control board has its office at Hassan.  A Deputy Environmental Officer is looking after both Chikmagalur & Hassan districts.  One Assistant Environmental Officer incharge of Chikmagalur district is stationed at Hassan and visits Chikmagalur office located at Deputy Commissioners Office.  KSPCB has plans to construct its own buikding with laboratory facilities at Chikmagalur in the coming years.

e)    KARNATAKA STATE LEATHER INDUSTRIES DEVLOPMENT CORPORATION:

Lidkar is helping leather artisans of our district by imparting skills, supplying way side cabins, providing marketing support through its showroom at Chikmagalur.  LIDKAR has plans to setup common facility centre and showroom in the coming years.

f)    DISTRICT SUPPLIES AND MARKETING SOCIETY:

The Chikmagalur District Industrial Marketing Co-operative Society which was established on 9-2-1990.  Aims at providing raw material to artisans/village industries, tiny units and small scale industrial units and marketing their products basides providing technical guidance and conducting need based training programme.

g)    HANDLOOM & TEXTILES:

Handloom industry has not made much development in the district.  There are 395 handlooms and 5 power ooms in the district which generated employment to 790 persons & 8 persons respectively.  Their investments are Rs.33.90 lakhs and Rs.3.95 lakhs respectively.

The Assistant Director of Handloom & Textile plans to implement schemes like group insurance, thrift fund, interest subsidy, tribal Sub Plan & Special Component Plan, construction of living cum worksheds/housing colonies/collective weaving centers etc for the assistance and welfare of handloom artisans.

h)    KARNATAKA STATE FINANCIAL CORPORATION:

Karnataka state Financial corporation has established a "B" grade branch at Chikmagalur.  The branch manager has powers to sanction and disburse loans upto Rs. 5 lakhs.  KSFC may take steps to enhance the limit of branch manager of sectioning and disbursing loan amount.

i)    SPECIAL EMPLOYMENT PROGRAMME.

District Industries centre in addition to providing escort services to entrepreneurs is also planning to popularise the self employment schemes of Karnataka State Schedule Caste and Schedule Tribes Development Corporation, Karnataka state Women Development Corporation, Karnataka State Minorities Development Corporation and Karnataka State Backward Classes Development Corporation by conducting seminars and workshops involving AWAKE, KVIB/KVIC, ABARD and COBSETI besides implementing Govt. sponsored schemes like PMRY, Vishwa, Yashashwini, Beekeeping, SGSY, SSRY Etc.,

j)    COFFEE BOARD :-

Coffee board has plans to setup coffee complex near industrial estate at Chikmagalur.  It is proposed to construct, coffee auction centre, library, museum, laboratory, cup-testing centre, transit house, coffee house, office & staff quarters  for which five acres of land has already been acquired.

k)    TOURISM INDUSTRY:-

Chikmagalur with its natural beauty and forest wealth is an important tourist district.  Sandwiched between two other tourist districts namely Hassan & Shimoga.  The celebrated Sringeri mutt at Sringeri, Balehonnu Rambabipuri Mutta, Dattathreya Peeta at Bababudan giri and Amruthaeshwara temple at Amruthapura are some of the important religious places.  This district has many beautiful hill resorts, the lofty hill ranges like Mullainagiri, Kudremukha, Kemanagundi, Hebbe falls, Kalathi falls are all beautiful.  Mullaianagiri is the highest point in the district i.e. about 1926 meters above the sea level.  The district has a rich tourist potential and its economic potential offers challenge.

Adventure/recreation activity centre, that is facility for learning as well as undertaking adventurous activities, such as rock climbing, hand gliding, golfing, etc., can be promoted.  Also existing educational institutions can think of staring courses on tourism and hotel management.  Chikmagalur is an ideal place for establishement of Spiritual Cum Yoga and Naturotherapy centre of international standard.  Department of Tourism has plans  to provide boating facility at Iyanakere tank at Sakarayapatana.  They have plans to construct yathri nivas at Chikmagalur city and Horanadu.  During the plan period the department of tourism has plans to construct tourist guest houses/cottages at Amruthapura, Belavadi, Bhadra Wild life sancturay, Kudremukh and Bababudan giri.  The department has plans to provide way side facilities at Khandya, Angadi and Kalathagiri falls near Kemanugundi.

The department of tourism is offering certain incentives and concessions to the tourism related activities.  The incentives and the concessions are investment subsidy, exemption of luxury charges, special additional investment subsidy to scheduled caste and scheduled tribe entrepreneurs, minority community entrepreneurs, women entrepreneurs and ex-service men.  Thus by promoting tourism industry the local youngsters will get direct and indirect employment substantialy.

ADDITIONAL INFRASTRUCTURE REQUITED FOR SPEEDY INDUSTRIALISATION 

 

a)    ESTABLISHMENT OF MINI TOOL ROOM & TRAINING CENTRE AT CHIKMAGALUR.

A mini tool room and training centre is required in the industrially  backward district like chikmagalur.  This serves twin objectives of training highly skilled tool makers and providing tooling support to industries.  Even though conventional technical institute like engineering colleges, polytechnics and industrial training institutes are functioning efficiently, establishment of mini tool room by a professional agency would help in employment

generation and technological upgradation of the existing Small Scale Industries.

 

The main objectives of proposed Mini tool room and training Centre are:-

a)    To provide training facilities to tool manufacturing and tool designer to generate a work force of skilled 

        workmen, supervisor, engineer/designer.

b)    To work as a Nucleus Centre for providing Consultancy, information service, documentation etc., for 

        solving the problems related to tolling of industries in the region.

c)    To act as a common facility centre for small scale and medium Scale industries.

d)    To manufacture jigs, fixture, cutting tolls, gauges, press tools, plastic moulds, forging dyes, pressure 

        casting dyes and other tooling for small scale industries.

The proposed mini tool room and training centre can be located in the Amble industrial area which is about 7 Km from Chikmagalur city.  Thus by establishing a mini tool room local youngsters will get either wage employment or they can think of promoting their own small scale industries.

b)    BIO TECH PARK:-

Bio technology is the latest sunrise industry which offers the promises of Solutions to problems ranging from food deficit t deadly diseases.  In future India could be a global economic power by transforming agriculture into a more productive enterprises.  Chikmagalur is one of the prominent plantation / horticulture crops growing districts of our state, nearly 40 % of the cropped area is covered by plantation and horticulture crops.  Increased diversification of horticulture investments is being observed now a days.  It is advantageous to ADD VALUE to these horticulture produce so that the grower gets good return and country gets foreign exchange.  It is here, biotechnology plays an important role.  There is a good scope for promoting cold storage and establishing aromatic gardens and Sanjeevini vanas for pharmaceutical industry.

Chikmagalur is an ideal place for establishment of  BIO TECH  park which can be located in Amble industrial area., This proposed park can provide services to promote biotechnology based enterprises in the fields of agriculture, medicine and food.  The bio tech park would have infrastuctural  facilities like solar power plants, efficient waste disposal system, advanced telecommunication system, modern information centre, training and business centres, bio super market incubation centre, modern multimedia informatic  complex and a quality laboratory.

Chikmagalur is also an ideal place for establishment of  FOOD PROCESSING INDUSTRIAL PARK.

c)    ESTABLISHMENT OF SCIENCE AND TECHNOLOGY ENTREPRENEURS PARK.

Science and technology entrepreneur's par (STEP) is a new concept to help small scale industries and medium scale enterprises in the area of support systems to assist them through establishment, sustenance and growth.  The park will provide technical guidance and train the upcoming entrepreneurs.  The park also involves in development of special skills including entrepreneurial skills, product and prototype development and tie ups with industries to take up research and development activities.  The proposed science and technology entrepreneur park would be established in association with Adichunchanagiri institute. of technology, Chikmagalur a highly reputed technical institute.

d)    SOFTWARE TECHNOLOGY PARK:

Karnataka, silicon state of India is the first state to announce information technology policy in 1997 and has become a centre for imformation technology product and services.

Since Eco friendly industries are more suited for Chikmagalur district, establishment of software technology park in Chikmagalur city enables software engineers to start their own software industries.

The proposed software technology park can have common facilities like centralized computer devices, storage units, networks controller cards, hardware and software items, printers and output devices, networking/cabling and related accessories, telecommunication equipments, video phones, v-sat facilities, video conference facilities, fax and Tele printer facilities, including an earth station.
